PLANNING COMMISSION MINUTES
MONDAY, DECEMBER 3, 2018

Shannon called the regular meeting to order at 7:00 p.m. He asked if there were any proposed amendments to the agenda. No amendments were requested. There were no visitors.
The minutes to the meeting of November 5, 2018 were reviewed. Cheryl moved to approve the minutes with changes noted. The motion was seconded by Danelle with all voting in favor.
There were extensive discussions about the Downtown-Basin Master Plan as it relates to the paving project planned for 2020. As Mike noted, Commission suggestions, although most specifically targeted to the paving project, will be passed on to Stantec to be considered in the traffic study. The Commission supports traffic calming solutions such as curb cuts, pedestrian islands, bump outs, and textured crosswalks as important for safety for pedestrians, and to enhance attractiveness of the downtown for visitors. Mike and Shannon will be meeting with Matt Chabot, Jim Larrow, and Renny Perry to discuss Commission suggestions.
Shannon shared his draft of section 1.1 of the Municipal Development Plan (About Vergennes), Mike shared his draft of 4.1 (Our Natural Resources). Commission comments and suggestions will be incorporated in the next drafts.
The review will continue next month with focus on Section 3, (Serving Our Community). Cheryl and Tim will be working on that section.
Next the Planning Commission heard items of interest updates:
- Transportation items update – This was covered in the discussion of Paving Project Recommendations.
- Stormwater items update – Mike noted that there will be a meeting with school officials with regard to the school diversion pond. Support is needed from the school to continue planning efforts under the Eco-Restoration Program grant.
- Materials Management items update – Cheryl reported that R&L Trucking has agreed to take over the five-town drop-off in Vergennes on a temporary basis. They will handle trash and recycling. As of January 1, 2019, C&J and Casella will no longer be present at the site. Drop offs will be a fee for service with customers paying cash for trash and recycling. The five towns will no longer pay any fees from taxes related to this process. The ACSWD is still working on plans for a regional drop off.
- Energy Planning items update – There is no updated information.
No new business was discussed.
