Planning Commission Minutes 08-06-2018





AUGUST 6, 2018

Members Present: Shannon Haggett – Chair, Mike Winslow – Vice Chair, Tim Cook, Carrie Macfarlane, John Coburn, Christine Garrow, Cheryl Brinkman (arrived at 8:10 p.m.)

Members Absent: Danelle Birong

Also Present: Peter Garon, Zoning Administrator

Shannon called the meeting to order at 7:00 p.m. He asked if there were any proposed amendments to the agenda. No amendments were requested. He then read the warning for the public hearing and opened the hearing for testimony regarding a proposed amendment to the zoning map in the zoning and subdivision regulations to bring it into conformance with the land use map of the municipal development plan that was approved by the City Council on July 18, 2017. No testimony was presented. The public hearing was closed at 7:05 p.m. Mike moved the proposed amendment be forwarded to the City Council for action. The motion was seconded by Tim with all voting in favor.

The minutes to the regular meeting of July 2, 2018 were reviewed. Mike moved to approve the minutes as presented. The motion was seconded by Carrie with all voting in favor.

Peter Garon was introduced as the new Zoning Administrator. Shannon opened the floor for nominations for Clerk of the Planning Commission to complete the term of recently retired Clerk, Mel Hawley. The term expires in November, 2018 at the Planning Commission’s annual reorganization meeting. Carrie moved to appoint Peter as Clerk. The motion was seconded by Tim with all voting in favor.

Christine guided the Planning Commission through the updated draft for the public outreach and participation plan for the municipal development re-write effort. A public planning forum is scheduled for September 13, 2018 at 7:00 p.m. and will be held in the Vergennes Opera House. The public outreach plan has been written to manage activities needed to have a successful planning forum. Everyone recapped the status of tasks previously assigned to them. Drafts of various communication templates were reviewed. Mike agreed to review and edit the proposed postcard for brevity. Christine noted that the “notice template” would be used as the basic content for written material so no extensive re-writes would be needed. All suggested edits for notices, and specifically the web site, should be sent to Christine by August 13. Comments on the slide presentation should be sent to Shannon by August 29. The Zoning Administrator will update the Development Review Board on the Planning Commission’s plan at their August 20 meeting.

Next the Planning Commission heard items of interest updates:

  • Transportation items update – Shannon has been in contact with Josh Donabedian at the Addison County Regional Planning Commission on the progress of the VT Route 22A study transportation, but has not heard back from him with new details yet.
  • Stormwater items update – Shannon reported both Brent Rakowski, and Claire Tebbs at the Addison County Regional Planning Commission provided information on the upcoming round of Ecosystem Restoration Program (ERP) grants. Mike will follow up with Claire on what next steps the City should take to secure potential funding for projects.
  • Materials Management update – Cheryl informed the Planning Commission that the Addison County Solid Waste Management District has solicited feedback from area towns about their interest in hosting a regional drop off center. This plan is necessitated by the pending closure of the Vergennes drop off being run by Casella.
  • Energy Planning update – Cheryl noted that she is exploring assistance from Addison County Regional Planning Commission staff to assist in the energy planning element of the municipal plan. Assistance from regional planning staff is necessary in order to move to a standing of “substantial deference” from “due consideration” in any hearings by the state’s Public Utility Commission. The assistance would be funded by a grant.

Under new business, Shannon noted that he, Cheryl, Tim, and John were reappointed to the Planning Commission with terms expiring in July, 2020 by the City Council at their last meeting.
