JANUARY 21, 2020
Mayor Jeff Fritz called the duly warned and special City Council meeting to order at 5:45 p.m. at the Vergennes Fire Station. The purpose of the meeting was to appoint a new City Clerk and to address a request for an article requesting funding be placed on the City ballot in March by the City Council. Those in attendance were:

Mayor Jeff Fritz and Alderman David Small recused themselves from the item of business involving the Boys and Girls Club of Greater Vergennes as they both sit on the Board of Directors. Jill Strube, Director of the Boys and Girls Club of Greater Vergennes advised she and others went around to get signatures on a petition for an article to be on the City ballot requesting funds in the amount of $5,000 from the City. She reported when she filed the petition in the City Clerk’s office, they were shy 10 signatures to have the article placed on the ballot. At 4:25 p.m. she did not have enough time to gather the additional signatures needed, she stated. City Clerk Devine validated statements offered and advised citizens can ask the legislative body to place the article on the warning on the board’s own motion. This option allows the City Council to recognize the effort an entity performed operating in good faith. Alderman Lowell Bertrand moved to allow the article to be placed on the warning and city ballot for the March election. The motion was seconded by Alderman Koenig with four voting in favor and two abstentions.
City Manager Daniel Hofman advised City Clerk/Treasurer Joan Devine will be retiring February 28th at 4:31 p.m. The City Clerk position was advertised and we received 8 or 9 applications and interviewed 3 applicants. The committee felt Morgan Kittredge was a good fit for us and would be able to shadow Clerk/Treasurer Devine for a full month. Alderman Lowell Bertrand moved to appoint Morgan Kittredge as the new City Clerk effective February 28th at 4:31 p.m. The motion was seconded by Alderman Bill Benton. Mel Hawley advised Morgan used to be on the Planning Commission or the Development Review Board and was very good. He pointed out the notice says you will be appointing a City Clerk and he just wanted to confirm this is not a Clerk/Treasurer position as it has been for over 100 years. City Manager Hofman advised that position is being separated and this appointment is for the City Clerk position only. Her wages will be $52,000. A vote on the motion showed all voting in favor.
ADJOURNMENT: At 5:55 p.m. Alderman Lowell Bertrand moved to adjourn the regular meeting, seconded by Alderman Mark Koenig, with all voting in favor.
