CITY COUNCIL EMERGENCY MEETING

DECEMBER 17, 2019

MINUTES

Deputy Mayor Lynn Donnelly called the duly warned and posted emergency meeting to order at 5:30 p.m. at the Vergennes Fire Station on Green Street. The purpose of the meeting was to review, discuss and possibly take action on a proposed agreement between the City of Vergennes and the New England Police Benevolent Association Local #429. Its purpose was also to allow the City Council to set the dates for two public hearings on proposed changes to the Vergennes City Charter. Those in attendance were:

Alderman Lowell Bertrand moved for an executive session at 5:30 p.m. for the purpose of reviewing and discussing an agreement proposed by New England Police Benevolent Association Local #429. The motion was seconded by Alderman Mark Koenig with all voting in favor. Peter Garon was invited to the executive session. A vote on the motion showed all voting in favor.

At 6:00 p.m. Deputy Mayor Donnelly recessed the meeting to allow for a warned and posted informational meeting on proposed changes to the Vergennes City Charter. That meeting adjourned at 7:30 p.m.

Alderman Lowell Bertrand moved to reconvene the executive session at 7:30 p.m. The motion was seconded by Alderman Mark Koenig with all voting in favor. At 7:45 p.m. Alderman Lowell Bertrand moved to adjourn the executive session, seconded by Alderman David Austin, with all voting in favor.

In regular session, Alderman Mark Koenig moved to ratify the agreement between the City of Vergennes and New England Police Benevolent Association Local #429 with the understanding there will be an 80-20 split for medical insurance for any new hires. Alderman David Austin seconded the motion with all voting in favor. A copy of the agreement is filed as a part of these minutes.

Discussion was had on proposed changes to the City Charter and how that would be warned and conveyed to the public. According to Title 17 Section 2645 (6)(A)(ii) the Council had to determine if the charter proposal was too long to set out in amended form and would therefore do a concise summary of the charter proposed. Alderman Mark Koenig moved to go with warning and advertising a concise summary. The motion was seconded by Alderman Bertrand with all voting in favor.

Two public hearings on the proposed changes to the City Charter changes were scheduled for Tuesday, January 21, 2020 and Tuesday, January 28, 2020. Both meetings will begin at 6 p.m. and will be held at the Vergennes Fire Station located at 50 Green Street.

At 7:10 p.m. Alderman Bertrand moved to adjourn the executive session, seconded by Alderman Koenig, with all voting in favor.
