DRAFT PLANNING COMMISSION MINUTES
MONDAY, DECEMBER 2, 2019

Present: Peter Garon, Zoning Administrator; Carl Cole
Chair Shannon Haggett called the meeting to order at 7:00 p.m. There were no amendments to the agenda proposed.
Carl Cole presented a proposal to change the zoning district for properties owned by his sons on Armory Lane from Medium Density Residential to High Density Residential. The Commission was generally favorable to his suggestion noting that it was in the direction the Commission has been considering to increase housing density. It would also address the issue of increasing housing stock and increase the connectivity of housing to the City. Questions were raised about possible traffic and sewer concerns.
Upon motion by Cheryl Brinkman, seconded by Tim Cook, the minutes of the regular meeting of November 4, 2019 were approved unanimously. In discussion of the minutes, Cheryl Brinkman suggested that if more specifics of the discussions were included, the minutes would provide a broader sense of the meeting.
The plan update discussion included Commission agreement to keep blue colored font for captions under pictures. Maps were changed from aerial photos to diagrams for better legibility. Bibliographical material was moved from inlineto the end of the document. The updated approved recreation plan was added to 6.1.3. Lumber yards, building supplies, and motor vehicle sales were removed from the specific uses listed in the Northern Gateway District. There was also extensive review of Goals and Policies with suggestions to be added to the next draft of the Plan by Shannon Haggett.
Upon motion by Mike Winslow, seconded by Tim Cook a Public Hearing will be held on January 6, 2020 at City Hall. All members voted in favor. Peter Garon will prepare the notice for the December 5, 2019 Addison Independent.
Next the Planning Commission reviewed items of interest updates:
- Transportation – Mike Winslow reported that Carrie Macfarlane was working on a grant for trail funding. He also reported that Addison now officially supports the next Economic Corridor study, and Panton is opposed to moving forward with that study.
- Stormwater – No update.
- Energy Planning – Cheryl Brinkman will again review the Energy Plan draft proposed in the MDP.
