VERGENNES CITY COUNCIL MEETING
DECEMBER 18, 2018
Mayor Renny Perry called the regular meeting to order at 5:30 p.m. at the Vergennes Fire Station. Those in attendance were:

WARRANTS: The Warrant totaling $ 550,000 was circulated for review and signatures of approval.
MINUTES: Alderman Lowell Bertrand moved to approve minutes to the City Council meeting held November 27, 2018 and was seconded by Alderman Mark Koenig. A change was made to the third sentence under VISITORS. “The City will be the applicant so you are required to have a public hearing . . . “ was changed to “The City will be the applicant requiring a public hearing . . .”. On the second page under Governor’s Highway Safety Grant Program the last sentence was amended to read, “Addison, Chittenden, Rutland, and Windham counties are the only four counties in the state that will have a traffic safety coordinator. The minutes were approved as amended with all voting in favor.
CITIZENS COMMENTS: None.
R&L RUBBISH – ITINERANT VENDOR LICENSE: City Manager Chabot advised Casella will no longer be handling the recycling after December 31, 2018. Effective 01-01-2019 R&L Rubbish will takeover both the trash and recycling at the Recycling Center. Hours and days of operation will remain the same, he advised, and there will be a cost for recycling now that will be paid by the customer. Mr. Rheaume advised the last Wednesday and Saturday of December he will be at the Recycling Center handing out flyers addressing the changes and costs. Mr. Rheaume reported he will be heavy on the staff initially and will adjust accordingly as time goes on.
APPOINTMENT TO DOWNTOWN-BASIN TASK FORCE: Mayor Renny Perry reported he has found two people willing to serve on the Basin Task Force; Jill Strube and Tim Cowan. David Austin moved to appoint the two candidates to the Basin Task Force, seconded by Alderman Lowell Bertrand, with all voting in favor. Mayor Renny Perry asked Alderman David Austin to convene the first meeting until a Chair is elected. He advised notice of the meeting will need to be posted and minutes written.
APPOINTMENT OF TRUSTEE TO BIXBY BOARD: Mayor Renny Perry reported the Bixby Library Board of Trustees advised they have appointed Martha Mack to the Board of Trustees. Erin Roche is also sitting on the Board.
APPOINTMENT TO THE BOARD OF LISTERS: Mayor Renny Perry reported he did not receive any letters of interest for the vacant lister position. It appears that position will remain vacant until the elections in March.
RESOLUTION TO APPOINT A REPRESENTATIVE TO ACEDC: Mayor Renny Perry reported Alderman Jeffrey Fritz has expressed interest in representing Vergennes on Addison County Economic Development Corporation’s Board of Trustees. Alderman Mark Koenig moved to appoint Alderman Jeffrey Fritz to the ACEDC’s Board of Trustees for a term January 1, 2019 through December 31, 2019. The motion was seconded by Alderman Lowell Bertrand with all voting in favor.
CITY MANAGER’S REPORT: City Manager Chabot reported the budget will see less activity this month with only one meeting. December has been good to the public works budget so far and he continues to work on the overtime budget for the police department. He advised he will warn a public hearing for January 22, 2019 to comply with our Armory Lane Community Development Block Grant. He also advised he would like to send a letter to the State requesting permission or a permit to allow burning of natural wood at the old stump dump; there is a significant mass there at this time. Transporting debris to the Addison County Solid Waste Management District will involve significant transportation costs. Alderman Bertrand moved to grant authorization to send a letter, seconded by Alderman Donnelly, with all voting in favor. City Manager Chabot provided a copy of his letter to the merchants and their employees reminding them of the 2-hour parking ordinance that was established to ensure ample parking in the business district. His feedback has been that people do not feel 2 hours is long enough; he requested the hours be increased to 3 hours and the City re-invest in signage advising of such. City Manager Chabot will bring a revised ordinance for adoption to the next meeting. City Manager Chabot advised he has accepted the notice of resignation from our administrative assistant Gregory Burdick. He will stay with us until mid-January.
MAYOR’S REPORT: Mayor Renny Perry reported he is a member of the Vermont Mayors Coalition and they meet at this time of year to create goals for change in the 2019 legislative session. This year part of their list includes addressing the opioid use disorders, urgent mental health reforms, implementing a common sense approach to clean water funding, and supporting housing and downtown tax credits. He advised the State of Vermont is going after drug companies challenging false advertisement on addictive issues very similar to what they did with the tobacco companies.
COMMENTS: Alderman Donnelly suggested blinking lights for the pedestrian crossings near the Hired Hand area. Mayor Perry advised criteria needs to be met such as traffic volume and sheer volume but we can look into it. VTrans will be grinding the road from Route 22A down Green Street so we can attempt to have this be part of their project.
ADJOURNMENT: At 6:05 p.m. Alderman Lowell Bertrand moved to adjourn the meeting. Alderman Lynn Donnelly seconded the motion with all voting in favor.
